长三角区域数字经济发展水平测度与分析

摘　　要：梳理现有数字经济的测算方法,结合长三角数字经济发展现状,从数字经济基础、数字产业化和产业数字化三个维度构建长三角区域数字经济测度指标体系。基于2011—2019年面板数据,采用熵值法赋权,通过线性加权法综合评价模型测算数字经济发展指数。研究发现:长三角区域2011—2019年的数字经济发展水平整体呈上升趋势;地级市中沿江沿海沿湖城市群数字经济发展水平明显高于其他城市,省会城市发展水平明显高于省内其他城市,省域内和省域间发展水平差异显著。基于结论,提出促进长三角数字经济全面均衡发展、避免区域战略的碎片化发展、明确数字治理目标、提升数字化技术创新水平等建议。By sorting out the existing measuring methods of digital economy and combing with current situation of digital economy in Yangtze River Delta,a digital economy measurement index system of Yangtze River Delta is built from three dimensions including digital economy foundation,digital industrialization and industrial digitalization.Based on the panel data from 2011 to 2019,entropy method is adopted to determine the weight,and the digital economy development index is calculated by the comprehensive evaluation model of linear weighting method.The research shows that overall development level of digital economy from 2011 to 2019 was on the rise in Yangtze River Delta.Of all prefecture-level cities,the development level of digital economy in city clusters along the river,the sea and the lake is significantly higher than that of other cities.The development level of digital economy in provincial capital cities is apparently higher than that of other cities.There are big differences in the level of development within and between provinces.Based on the the conclusion,it puts forward some suggestion to promote comprehensive and balanced development of digital economy in Yangtze River Delta,avoid fragmented development of regional strategy,clarify the objectives of digital governance,and improve the level of digital technology innovation.
