摘 要:为了有效落实某装备质量管理条例和某装备质量责任终身追究制度,建立健全质量责任体系,提出了新时代装备建设质量管理体系(NQMS)建设环境下的质量责任体系建设模型、建设架构、责任认定、担责权重分配、奖惩要求,所述模型、架构和方法经过了实践应用并取得了预期效果,为解决质量责任在装备承制单位逐级落实提供了思路和参考。In order to effectively implement the regulations on the quality management of equipment and the lifelong accountability system for equipment quality responsibility,and establish a sound quality responsibility system,a complete set of methods has been proposed.These methods which under the construction environment of the New Era Equipment Construction Quality Management System(NQMS)include a quality responsibility system construction model,construction structure,responsibility recognition,responsibility weight distribution,and reward and punishment requirements.The contents of the methods have been practiced and achieved the expected results,and are a useful guideline for the step-by-step implementation of quality responsibility in equipment manufacturing units.
