广东县域农业科技现代化的发展现状、问题和对策

摘　　要：农业科技现代化是农业现代化的本质体现和关键支撑,而县域作为农业现代化的薄弱环节,相对更加迫切需要依靠和发展科技。通过理论分析和国内外探索实践,以广东县域为例,对其农业科技现代化现状进行分析得出,广东已形成以高校、科研院所带动的校(院)地合作模式和平台共建模式,以及县域内生的数字引领型、产业链集聚型、社会化服务型等模式;同时,根据技术需求主体对技术成果和技术扩散方式的偏好进行组合构建农业科技供给需求模型,以此揭示县域农业科技现代化典型模式的演化机制,包括产学研用合作模式、企业带动模式、社会化服务模式和产业链集聚模式(园区模式)。深入分析发现,当前县域农业科技现代化存在科技创新人才匮乏、科技推广力量不强和企业创新水平低、高水平的科技平台稀缺等突出问题,并基于此提出创新农业科技现代化整县域推进模式、完善县域科技创新链、加强县域农业科技人才现代化建设、深化改革和制度创新等对策建议,以期为探索科技支撑县域乡村振兴的机制模式和实践路径提供有益参考。The modernization of agricultural science and technology is the essential embodiment and key support of agricultural modernization.County area is the weak link of agricultural modernization,and is in a greater need to rely on the development of science and technology.Through theoretical analysis and domestic and foreign exploration and practice,this paper takes Guangdong's counties as an example,and combs the present situation of Guangdong county agricultural science and technology modernization.It is found that Guangdong has formed academy(school)-local cooperation model and platform co-construction model driven by universities and scientific research institutes,as well as a digital-led,industrial chain agglomeration,and socialized service model driven by counties.According to the preference of the main body of technology demand for technological achievements and technological diffusion,construct the supply and demand model of agricultural science and technology,to reveal the evolution mechanism of the typical model of agricultural science and technology modernization at county level,which includes the model of industry-university-research cooperation,enterprise-driven model,socialized service model and industrial chain agglomeration model(zones model).In-depth analysis finds that there are some prominent problems in agricultural science and technology modernization in counties,such as the lack of scientific and technological innovation talents in the county,the weak strength of scientific and technological promotion,the low level of enterprise innovation,and the scarcity of high-level scientific and technological platforms.Based on this,the countermeasures and suggestions of innovating the whole county promotion mode of agricultural science and technology modernization,improving the county science and technology innovation chain,strengthening the modernization of county agricultural science and technology talents,deepening reform and system innovation and so on are put forward,hoping to provide useful reference
