数字时代的科研范式变革与组织模式创新

摘　　要：通过分析科研范式的内涵、学科会聚的发展和逻辑演进、第四范式的形成,梳理了国外创新汇聚战略和国内的科技创新实践。第四范式主要从工具、方法维度突出大数据和人工智能在科研中的应用;要素汇聚从创新维度强调建设科技强国和创新高地的国家战略,属于数字时代与科技自立自强背景下科研范式变革和组织模式的创新。据此提出五点建议:以解决国家战略需求和人类面临的共同问题为导向,推动学科交叉会聚;以建设创新型国家和世界科技强国为目标,加强全球创新要素汇聚;建设全球人才中心和创新高地,培育战略科技人才,促进人才汇聚;建设世界一流科技基础设施和大科学工程,带动创新要素汇聚;形成数字时代的数据思维模式,以组织模式创新统筹推进数字时代科研范式变革。Through analyzing the connotation of scientific research paradigms,the development and logical evolution of disciplinary convergence,the formation of the fourth paradigm,it sorts out foreign innovation convergence strategies and domestic scientific and technological innovation practices.The fourth paradigm mainly focuses on the dimension of tools and methods,highlighting the application of big data and artificial intelligence in scientific research.From the perspective of innovation,the convergence of elements emphasizes the national strategy of building a technological powerhouse and innovation highland,which belongs to the transformation of scientific research paradigms and innovation of organizational models in the digital era and the context of technological self-reliance and self-reliance.Therefore it proposes five suggestions:promoting interdisciplinary convergence in order to solve the country strategic needs and common problems faced by humanity;strengthening the convergence of global innovation factors with the goal of building an innovative country and a world science and technology powerhouse;building a global talent center and innovation highland,cultivating strategic technology talents,facilitating talent gathering;building worldclass technological infrastructure and large-scale scientific projects to drive the convergence of innovative factors;establishing a data thinking model in the digital era,innovating organizational models,and promoting the reform of scientific research paradigm in the age.
