摘　　要：加强LNG应急调峰储气设施建设是推进天然气产供储销体系建设的重要内容,也是为了保障天然气的稳定供应,形成健全的峰值要求和应急响应机制,解决部分地区“气荒”问题的有效途径。现阶段,随着国家对天然气应急保供工作的重视,并补足调峰储气短板,LNG应急调峰站项目建设如雨后春笋,但多数为传统调峰站的保供模式,采用LNG调峰站与LNG罐式集装箱(简称“罐箱”)堆场相结合建设的模式,全国为数不多。LNG罐箱有宜储宜运、宜海宜陆、多式联运的特点,相对于传统天然气管道运输和LNG槽车运输具有不可比拟的灵活性优势。该项目采用LNG调峰站与LNG罐箱堆场合建的模式,更加体现出天然气产供储销体系的灵活性、多样性,也为企业能够实现扭亏为盈提供良好的模式。Strengthening the construction of LNG emergency peak regulation and gas storage facilities is an important part of promoting the construction of the natural gas production,supply,storage,and sales system.It is also an effective way to ensure the stable supply of natural gas,establish sound peak requirements and emergency response mechanisms,and solve the problem of“gas shortage”in some regions.At present,with the country’s emphasis on emergency supply assurance of natural gas and making up for the shortcomings of peak-shaving and gas storage,the construction of LNG emergency peak-shaving station projects has sprung up like mushrooms after rain,however,most of them are traditional peak regulation station supply assurance models,using a combination of LNG peak-shaving station and LNG tank container(hereinafter referred to as“tank container”)yard construction,which is one of the few in the country.LNG tanks have the characteristics of being suitable for storage and transportation,suitable for sea and land,and multimodal transportation,and have incomparable flexibility advantages compared to traditional natural gas pipeline transportation and LNG tank truck transportation.This project adopts a model of LNG peak-shaving station and LNG tank yard construction together,this more reflects the flexibility and diversity of the natural gas production,supply,storage and sales system,and also provides a good model for enterprises to turn losses into profits.
