摘　　要：随着我国经济水平的发展,人民生活水平的提高,引发机动车保有量的急剧增长,交通拥堵问题随之而来,给城市的发展和人们的生活造成了巨大影响。近年来唐山市作为北方经济发展前列的城市之一,其城市规划和基础设施建设具有代表性。本文以唐山市为例,从介绍城市道路交通拥堵的影响因素分析入手,从政府、社会组织、公众三主体协同治理角度出发,构建城市交通拥堵治理评价指标体系,并确定每个指标的权重,为二线城市交通拥堵治理评价提供一个新的思路和借鉴,提出改进城市交通拥堵的对策及建议。With the development of China's economy and the improvement of people's living standards,the sharp increase in the number of motor vehicles has led to traffic congestion,which has had a huge impact on the development of cities and people's lives.In recent years,Tangshan,as one of the leading cities in the economic development of the north,has representative urban planning and infrastructure construction.This article takes Tangshan City as an example,starting from the analysis of the influencing factors of urban road traffic congestion,and starting from the perspective of collaborative governance among the government,social organizations,and the public,constructs an evaluation index system for urban traffic congestion governance,and determines the weight of each index.This provides a new idea and reference for the evaluation of traffic congestion governance in second tier cities,and proposes countermeasures and suggestions for improving urban traffic congestion.
