摘 要:在我国“碳达峰”和“碳中和”的战略背景下,绿色低碳成为工业园区水环境系统污染防治的重要指标。工业园区具有产业集聚化和规模化,污水排放量大,污水中污染物排放浓度高、含有较多高风险工业特征污染物等特点,是我国水污染防治攻坚战的重要阵地。依托水体污染控制与治理科技重大专项课题成果,基于工业园区全过程水污染防治思路,分析了海河、太湖两流域工业园区水污染防治存在的主要问题,提出了工业园区水污染防治系统整体低风险、低成本、高效益运行的环境管理决策方法,主要涉及处理工艺可行性评估、技术路线诊断评估、预处理排放标准和协商排放模式。最后,以江西某省级工业园区为例,详细介绍了工业园区水环境系统管控模式优化路径,以期为我国工业园区绿色低碳发展提供参考。In the background of China’s“carbon peak”and“carbon neutrality”strategies,green and low-carbon have become an important indicator for the prevention and control of water environmental pollution in industrial parks.Industrial parks have the characteristics of industrial agglomeration and scale,large sewage discharge volume,high pollutant discharge concentration,and containing many high-risk industrial characteristic pollutants.Industrial parks are important battlefields for water pollution prevention and control in China.Based on the achievements of National Science and Technology Major Project of Water Pollution Control and Treatment,and the concept of the whole process of water pollution prevention and control in the industrial park,this paper analyzed the main problems existing in the water pollution prevention and control of the industrials parks around Haihe River and the Taihu Lake Basins,and put forward the environmental management decision-making method for the overall low-risk,low-cost and efficient operation of the water pollution prevention and control system in the industrial park,which mainly involved the feasibility assessment of treatment processes,diagnostic assessment of technical routes,pretreatment discharge standards and negotiated discharge mode.Finally,taking a provincial-level industrial park in Jiangxi Province as an example,the optimization path of water environment system management and control mode in the industrial park was introduced in detail,and it hoped to provide reference for the green and low-carbon development of industrial parks in China.
