摘　　要：汽车数据出境领域的外部监管机制在迅速搭建过程中,但目前还存在一些待完善之处。首先,简要介绍了当前汽车数据出境监管措施。其次,分析了外部监管机制存在的问题及由此带来的负面影响:法律法规依据不完善,例如一些重要概念标准不明晰、规范指引未基于车企实际业务场景;监管制度本身不足,例如多方监管协调机制不明确、事后监管缺位。最后,提出了完善对策,以推动汽车数据出境领域外部监管机制的完善。The external regulatory mechanism for the export of automotive data is rapidly being established,but there are still some areas that need to be improved.Firstly,a brief introduction was given to the current regulatory measures for the export of automotive data.Secondly,the problems and negative impacts of external regulatory mechanisms were analyzed:incomplete legal and regulatory basis,such as unclear standards for some important concepts and guidelines that were not based on actual business scenarios of car companies;The regulatory system itself is insufficient,such as unclear coordination mechanisms among multiple parties and lack of post supervision.Finally,improvement measures were proposed to promote the improvement of external regulatory mechanisms in the field of automobile data export.
