责任联结:社区治理共同体运转的机制塑造与实践进路——基于老旧小区改造的案例比较

摘　　要：社区作为基础性治理单元,其责任联结机制是推动治理共同体运转的关键。研究发现,榫卯型和圈层型的差异化特征分别对应了契约性与集体性的社区治理责任联结。研究表明,在社区党组织领导下,二者交融共生既能规避契约性联结中因市场机制过多介入居民日常互动所造成的共同体价值背离,又能创设易于居民接受的互动空间,促进集体性联结中共同价值与行动的塑造。构建契约性与集体性互为表里的责任联结机制,是推动社区治理共同体有效运转的可行进路。As a basic governance unit,communities'responsibility linkage mechanism is the key to the operation of community governance.It is found that the differentiated characteristics of tenon-mortise type and circle type correspond to the contractual and collective responsibility linkage of community governance respectively.The research shows that under the leadership of community Party organizations,the integration and symbiosis of the two can not only avoid the deviation of community values caused by the excessive involvement of market mechanism in residents'daily interaction in contractual linkage,but also create an interactive space that is easy for residents to accept and promote the shaping of common values and actions in collective linkage.It is a feasible way to promote the effective operation of community governance to construct a responsibility linkage mechanism with contractual and collective nature.
