摘　　要：法治建设的成效需要一种反思性机制对之予以科学评判,地方法治指数评估机制的出台因应了量化法治的时代需求。地方法治指数评估应当以法治发展的客观性、普遍性和完成状态为基本理念,以民主性和科学性为价值指引,坚持主观和客观相结合、过程与结果相结合,根据法治体系五要素、依法治国“十六字方针”和国家重要与地方特色典型指标等原则来设计法治评估指标。从法治发展的目标看,法治评估应当保持一定的时代性和前瞻性,在习近平法治思想的指导下,以法治建设的人民性为根本追求,担负起对法治建设事业实施社会性考核和方向性引导的时代重任,在知识合法性方面作出自我确证,使法治建设成为可测可控的理性事业。The effect of the construction of rule of law needs a reflective mechanism to judge scientifically,and index evaluation mechanism of the the local rule of law well meets the needs of the time.The development of evaluation of local rule of law takes the objectivity,universality and completion of the development of rule of law as the precondition,is generally guided by democratic and scientific values,adheres to the technical route of combining subjectivity and objectivity,and takes the combination of process and effect as the basic requirement of evaluation.The substantive content of the evaluation of rule of law is designed according to the five elements of the system of rule of law and the sixteen-word principles of law state,as well as the typical indicators of national importance and local characteristics.From the goal of the development law state,under the guidance of Xi-jinping thought of the rule of law,the evaluation of rule of law should maintain certain contemporaneity and perspectiveness,take the peopleness of the rule of law as the fundamental pursuit,make efforts to shoulder the responsibility to assess and guide the construction career of the rule of law,thus making the construction of rule of law become rational enterprise with measurable and controllable nature through constantly self-identity of knowledge legitimacy.
