摘　　要：药品具有准公共产品属性,且需求价格弹性较低,因此药品价格的形成机制需要政府的有效介入。出于药品可及性的内部矛盾、医药领域的信息不对称性和医疗价值错置等原因,效率与公平、私人利益和公共利益、行为倾向的优先关切性成为政府进行价值权衡与选择的两难议题。对此,从广义的政府角色出发,厘清药品价格形成机制中政府的价值选择及底层逻辑,以期探索药品价格形成机制的路径优化方案。Drugs have the attribute of quasi-public goods,and the price elasticity of demand is relatively low.Therefore,the formation mechanism of drug prices requires Effective government intervention.Due to internal contradictions in drug accessibility,information asymmetry in the pharmaceutical field,and misplaced medical value,efficiency and fairness,private and public interests,and the priority concerns of behavioral tendencies have become dilemma issues for the government to conduct value balancing and selection.From a broad perspective of government role,it is necessary to clarify the value selection and underlying logic of the government in the mechanism of drug price formation,in order to explore the path optimization plan for the mechanism of drug price formation.
