数实融合下数字经济的分类治理路径研究

摘　　要：大数据、人工智能等信息技术的迅速普及,推动以共享单车为代表的数字经济异军突起,引领了生产生活方式的巨大变革,倒逼传统产业转型升级。与此同时,数字技术在与实体经济融合发展的过程中催生出一系列新型治理方式,呈现出数字实体化、产业数字化、数据中心化、监管平台化等新特征,为数字经济治理提供了新思路。在积极鼓励数字经济发展的同时,相应的治理难题随之浮出水面,暴露出治理理念冲突、制度体系薄弱、运行机制缺失、方法手段单一等诸多短板。由共享单车兴起—衰落—再次兴起的演进规律可知,协调好数字经济发展与安全的关系,需要从源头治理、综合治理、系统治理等方面着手,最终实现数字技术与实体经济的深度融合发展,更好地优化数字经济的分类治理。The rapid popularization of information technologies such as big data and artificial intelligence has promoted the sudden emergence of the digital economy represented by shared bicycles,led to huge changes in production and life styles,and forced the transformation and upgrading of traditional industries.While actively encouraging the development of the digital economy,the corresponding governance problems have surfaced,exposing many shortcomings such as backward supervision concepts,weak institutional systems,lack of operational mechanisms,and single methods and means.At the same time,in the process of integration and development of digital technology and the real economy,a series of new governance methods have been spawned,showing new characteristics such as technology,integration and compatibility,and providing new ideas for digital economy governance.From the evolution law of the rise-decline-rise again of shared bicycles,it can be seen that in firmly coordinating the relationship between the development and security of the digital economy,it is necessary to start from the aspects of source governance,comprehensive governance,and system governance,and finally achieve the deep integration of digital technology and the real economy,and better optimize the classified governance of the digital economy.
