漳平市茶产业发展及其生产效率研究

摘　　要：基于投入-产出要素分析漳平市茶产业的发展历程,运用DEA-Malmquist指数测算地区茶产业全要素生产率及其各组分的变动情况,并对其影响因素进行分析。结果表明,自1996年起,漳平市茶产业大致经历了传统发展、转型发展、巩固发展3个阶段,茶叶产值与产量在不同阶段分别呈现出缓慢增长、快速提升及平稳发展的状态,其中还伴随着各要素投入的波动。在全要素生产效率方面,总体呈小幅度波动增长,其变动情况与前期的阶段划分相符;在分要素生产效率方面,技术进步指数与全要素生产率指数的变化趋势一致,是地区茶产业全要素生产率提升的主要动力,技术效率指数虽平稳发展,但部分生产要素仍未实现最佳配置。未来,漳平市应大力发挥台创园等政府机构的作用,从技术进步、政府引导和品牌建设等方面共同推动茶产业的可持续发展。Based on the industrial development process of the region based on the input-output factors during the research period.DEA Malmquist index is used to calculate the changes of total factor productivity and its components of regional tea industry,and its influencing factors are analyzed.The conclusion shows that since 1996,Zhangping′s tea industry has roughly experienced three stages:traditional development,transformation development and consolidation development.Its tea output value and output show a state of slow growth,rapid improvement and stable development,accompanied by fluctuations in the input of various factors.In terms of total factor production efficiency,the total factor productivity of Zhangping tea industry showed a small fluctuation and growth change as a whole,and its change was consistent with the early stage division.In terms of sub factor production efficiency,the change trend of the technological progress index is consistent with that of the total factor productivity index,which is the main driving force for the improvement of the total factor productivity of the regional tea industry,while the technological efficiency index shows a steady development trend,and some production factors have not yet achieved the optimal allocation.In the future,Zhangping should full play to the role of government agencies such as Taiwan Innovation Park to jointly promote the sustainable development of the tea industry from the aspects of technological progress,government guidance and brand construction.
