摘 要:极端气候变化以及刚性的管理体制加大了中国水危机风险,而数字经济的发展却为水资源的高效利用提供了一种可能。本文基于2011~2021年30个省(区、市)的面板数据,测算中国数字经济发展水平和水资源利用效率,并利用有调节的中介效应模型检验数字经济发展对水资源利用效率的传导路径。结果表明:数字经济发展能显著提升水资源利用效率,这一结论在经过工具变量法等稳健性检验后依然成立;产业结构升级在数字经济和水资源利用效率提升之间发挥了中介作用,且技术进步能正向调节产业结构升级所发挥的中介作用;数字经济对我国八大综合经济区的水资源利用效率存在着显著的异质性影响,其中东部沿海地区的正向影响最为突出。Extreme climate change and rigid management system increase the risk of water crisis in China,while the development of digital economy provides a potential solution for the efficient use of water resources in China.In this context,this article aims to investigate whether the development of the digital economy can genuinely comprehensively enhance the water resource utilization efficiency in various provinces of China and to understand the underlying mechanisms of its impact.Based on the panel data of 30 provinces from 2011 to 2021,the level of China's digital economy development and water resources use efficiency are measured,and the transmission path of digital economy development on water resources use efficiency is examined using a moderated mediated effects model.The results indicate that the development of the digital economy significantly enhances water resource utilization efficiency,a conclusion that withstands robustness tests,such as instrumental variable analysis.The upgrade in industrial structure plays an intermediary role between the digital economy and the enhancement of water resource utilization efficiency.Additionally,technological progress positively moderates the intermediary role played by the upgrading of industrial structure.The digital economy has a significant heterogeneous impact on water resource utilization efficiency across China's eight major comprehensive economic regions,with the most prominent positive effect observed in the eastern coastal region.
