摘　　要：将胜任力引入飞行员能力评估,实施面向飞行员核心胜任力的训练改革是民航新兴的改革方向。本文针对起飞速度小于最小操纵速度(Vmca)时发动机失效这一特情训练科目,从ICAO核心胜任力及可观察行为框架中遴选出对此科目处置影响较大的指标要素,构建评估指标体系,探索胜任力提升对策,以完成面向飞行员核心胜任力的训练方式改革。It is a new reform trend of civil aviation to assess the pilot ability on competency and further implement the training reform for pilot core competency.This thesis focuses on the training subject of engine failure when the take-off speed is less than the minimum handling speed(Vmca).Index elements that have influenced the disposal of this subject are selected from the ICAO core competency and observable behavior framework.This thesis intends to construct the assessment index system and explore the competency improvement countermeasures and complete the reform of the pilot core competency training mode.
