全民健身公共服务精准化供给研究

摘　　要：全民健身公共服务体系覆盖全民、服务全民、造福全民,以需求为导向配置全民健身公共服务资源。如何围绕群众需求促进全民健身公共服务的精准供给,是建设更高水平全民健身公共服务体系的重要实践问题。运用文献资料法、专家访谈等方法,分析全民健身公共服务供给现状,厘清全民健身公共服务精准化供给的逻辑、困境和纾困策略。针对当前我国全民健身公共服务精准化供给出现的主体分散困境、目标偏离困境、资源有限困境、反馈渠道单一等现实问题,认为消解问题需围绕政策引领、统筹推进各项供给内容;数字赋能,借助“互联网+”的科技能力助推精准施策;运用开放包容的视野,增加多种社会群体参与多元供给;精准靶向人民需求,纾困供需矛盾,到达供需平衡等。The national fitness public service system covers all people,serves all people and benefits all people,and allocates resources for national fitness public services in a demand-oriented manner.How to promote the precise supply of national fitness public services around the needs of the masses is an important practical issue in building a higher level of national fitness public service system.Using the literature method and expert interviews,it analyze the current situation of national fitness public service supply,and clarify the logic,dilemma and relief strategy of the precise supply of national fitness public service.Aiming at the real problems of subject dispersion,goal deviation,limited resources,and single feedback channel in the precise supply of national fitness public services in China,it is believed that to solve the problems,it is necessary to focus on the policy leadership,promote the supply contents in an integrated manner,and to be digitally empowered,so as to promote the precise implementation of policies with the help of the scientific and technological capability of"Internet+",the use of an open and inclusive vision to increase the participation of multiple social groups in diversified supply,and the precise targeting of people's needs to alleviate the contradiction between supply and demand and achieve a balance between supply and demand.
