摘　　要：黄河下游滩区是黄河行滞洪沉沙区域,也是滩区居民赖以生存的家园。针对黄河下游滩区仍有近百万居民防洪安全缺乏保障、下游不利河道形态使得黄河防洪形势依然严峻等问题,文章在系统分析总结以往研究成果的基础上,考虑新发展阶段国家战略及沿黄河经济社会高质量发展有关要求,综合分析提出了黄河下游滩区治理的3种方案,从防洪安全、社会经济发展、生态保护及投资管理等方面构建综合评价模型,对3种方案进行分析评价,最终提出推荐的滩区综合提升治理方案。The beach area of the lower Yellow River is a flood detention and desilting area,as well as the home for residents.However,the flood control situation of the lower Yellow River is still serious due to the lack of protection for flood control safety of nearly one million residents in the beach area of the lower Yellow River and the unfavorable channel form of the lower Yellow River.On the basis of systematic analysis and summary of the previous studies,considering the national strategy in the new development stage and the requirements of high-quality economic and social development along the Yellow River,this article comprehensively analyzes and puts forward three schemes for beach area governance of the lower Yellow River.From the aspects of flood control safety,social and economic development,ecological protection and investment management,the article constructs a comprehensive evaluation system,analyzes and evaluated each scheme and further proposes a preferred comprehensive improvement and governance scheme for the beach area.
