摘　　要：南水北调工程建设运营体制,事关南水北调工作全局,事关南水北调后续工程的推进与建设,事关工程的良性运行和效益发挥,事关南水北调工程高质量发展。科学完善的工程建设运营体制对确保南水北调工程的良性运行、整体效益和功能的发挥,具有重要作用。文章分析了构建南水北调工程建设运营管理体制需考虑的主要因素和需要准确把握的几个重大关系,通过对不同管理体制的对比分析,提出了体制设计的总体思路及相关建议。The construction and operation system of the South-to-North Water Diversion Project concerns the overall situation of the South-to-North Water Diversion Project,the promotion and construction of the follow-up projects of the South-to-North Water Diversion Project,the sound operation and benefit of the project,as well as the high-quality development of the South-to-North Water Diversion Project.A scientific and improved project construction and operation system plays an important role in ensuring the sound operation,overall benefits and functions of the South-to-North Water Diversion Project.The article analyzes the main factors that need to be considered in the construction of operation management system of the South-to-North Water Diversion Project,as well as several major relationships that need to be accurately grasped.Through comparative analysis of different management systems,the overall idea and relevant suggestions for system design are proposed.
