摘　　要：[目的/意义]20世纪80年代以来,美国先后兴起四次技术民族主义事件,智库在其中发挥了煽风点火和推波助澜作用。研究智库与美国技术民族主义兴起的内在联系意义重大,对加强我国智库内涵式建设、提升我国智库回击美国技术民族主义的有效性具有重要价值。[方法/过程]本文通过回顾智库煽动美国技术民族主义的历史进程,系统分析智库煽动美国技术民族主义的动因及内在机理。[结果/结论 ]美国自我圣化与霸权主义交织的心理惯性、科技地位日趋受到挑战的现实窘境,是其智库煽动技术民族主义的条件性因素。美国智库提升自身影响力及维护特定利益的需求,是其煽动技术民族主义的内驱性因素。美国智库通过一系列研究程序形成技术民族主义观点,但受到主客观因素干扰与限制,其“想象中的事实”并非客观存在的事实。应系统推进我国智库的专业化建设水平,强化我国智库回击美国技术民族主义的作用发挥;坚持走中国特色的科技发展道路,以中国式科技现代化来破解美国技术民族主义侵袭。[Purpose/significance]Since the 1980s,think tanks in the United States have fanned four events of techno-nationalism.Think tanks have played a role in fanning the flames and driving the waves of techno-nationalism.It is significant to exploring the intrinsic relationship between think tanks and the rise of techno-nationalism in the United States.It is of great value for strengthening the connotative construction of China’s think tanks and enhancing the effectiveness of China’s think tanks in combating American techno-nationalism.[Method/process]By analyzing the historical process of think tank inciting techno-nationalism in the United States,this paper systematically analyzes the motivation and internal mechanism of think tank inciting techno-nationalism in the United States.[Result/conclusion]American has the psychological inertia of self-sanctification and hegemonism.America is in a realistic predicament where its technological status is increasingly being challenged.These have provided the objective conditions for think tanks in the United States to incite waves of techno-nationalism.Purposes of think tanks to enhance their own influence and safeguard the interests of specific groups provide an endogenous impetus for inciting waves of techno-nationalism.Think tanks in the United States have formed viewpoints of techno-nationalism through a series of research procedures.However,due to the interference and limitation of subjective and objective factors,“imaginary facts”are not objective facts.We should promote the professional construction of think tanks in China and strengthen the role of think tanks in combating American techno-nationalism.We should follow the path of technological development with Chinese characteristics and use Chinese style technological modernization to break through the invasion of American techno-nationalism.
