摘　　要：在暴雨地震等自然灾害频发的背景下,强化天基、空基、陆基协同,推动应急通信保障体系升级的重要性和紧迫性愈发凸显。本文主要关注重要的天基系统,即卫星通信的发展,介绍国内外卫星通信领域政策规划和布局建设情况,分析重点关注方面,并对我国发展卫星通信提出建议。With the acceleration of 6G research and development,air-space-ground integrated communication is getting closer and closer to reality.In the context of frequent natural disasters such as heavy rain and earthquakes,the importance and urgency of strengthening air-based,space-based and land-based coordination and promoting the upgrading of emergency communication support systems have become increasingly prominent.This paper mainly focuses on the development of important space-based system,namely satellite communications,introduces the policy planning and layout construction in the fi eld of satellite communications at home and abroad,analyzes the key aspects,and makes suggestions for the development of satellite communications in China.
