资本下乡的影响和规划应对——以阜宁金沙湖乡村地区为例

摘　　要：近年来,乡村振兴战略不断推进,资本下乡作为一种助力手段促进了乡村地区的快速发展,在此过程中,外来资本表现出持续增长、投资主体多元化的趋势,但也同时存在着剥夺农民土地的隐患,对传统的乡村规划提出了挑战。研究以阜宁金沙湖乡村地区为例,分析其外来资本的运作方式,并指出资本下乡背景下乡村规划需注重严控发展边界、引导发展方向、改善空间环境,为乡村地区发展提供有力支撑。In recent years,the rural revitalization strategy has been continuously deepened and promoted.As a means of assistance,capital going to the country has promoted the rapid development of rural areas.In this process,foreign capital has shown a trend of sustained growth and diversified investment entities,but at the same time,there are also hidden dangers of depriving farmers of their land,posing a challenge to traditional rural planning.Taking rural area of Jinsha Lake in Funing as an example to analyze the operation mode of foreign capital,and points out that rural planning under the background of capital going to the countryside should focus on strictly controlling development boundaries,guiding development directions,improving spatial environment,and providing strong support for development.
