双柏县国家储备林建设PPP模式探析

摘　　要：双柏县作为楚雄州国家储备林建设项目实施的对象之一,为保证生态修复工程更好实施,国家储备林基地建设采用PPP模式,解决培育大径材以及乡土珍贵树种技术和管理所面临的问题。通过分析引进社会资本,实施PPP模式,从融资模式等方面变革,从而带入先进技术和管理经验,使国家储备林建设项目顺利实施并发挥作用,充分发挥生态效益、社会效益,从多方面综合发展聚力为林业生态项目提供切实可行的经验。As one of the targets of the national reserve forest construction project in Chuxiong Prefecture,Shuangbai County adopts a PPP model to ensure the better implementation of ecological restoration projects.This solves the problems faced by cultivating large-diameter timber and local precious tree species technology and management.By analyzing the introduction of social capital,implementing the PPP model,and reforming financing models,advanced technology and management experience are introduced to ensure the smooth implementation and effectiveness of national reserve forest construction projects,fully leveraging ecological and social benefits,and providing practical and feasible experience for forestry ecological projects through comprehensive development from multiple aspects.
