国家-地方-社会:共同富裕目标下的区域发展新格局探析——以苏陕协作为例

摘　　要：作为迈向共同富裕道路的关键一环,东西部协作是一项关系我国发展全局、推动实现共同富裕的重大战略性任务,是中国特色社会主义制度优势的集中体现。以协同治理为理论依据,通过对东西部协作中苏陕协作各主体合作过程的分析,发现其遵循“国家-地方-社会”的实践逻辑。其中,在国家层面上,中央政府作为领导力量洞悉各区域之间的关联性,从全局做好统筹规划和要素分配;在地方层面上,东西部地区各级政府在纵横府际通力合作,打破行政壁垒进行自上而下的任务传导;在社会层面上,民营企业等社会力量通过优势互补与资源置换,推进生产要素在东西部地区的双向流动。研究发现,共同富裕的目标导向为区域协调治理提出了新的要求,要从地方治理责任制、考核评价体系、人才供需、区域协调发展战略与共同富裕耦合性等方面出发,以应对目前区域协调发展面临的新挑战。这既有助于为西部欠发达地区发展注入动能,缩小区域差距,又能促进跨区域协同治理,对巩固拓展脱贫攻坚成果同乡村振兴的有效衔接、与国内大循环的良好对接以及共同富裕目标的实现起“助推器”作用。East-west cooperation is a major strategic task that concerns the overall development of China and promotes the realization of common prosperity,which is a concentrated manifestation of the advantages of the socialist system with Chinese characteristics.Based on the theoretical basis of collaborative governance,this study analyzes the cooperation process of subjects in the east-west collaboration and finds that it follows the practical logic of"state-local-society."In this model,the central government at the national level serves as the leading force to oversee the overall situation;local governments at all levels cooperate with each other and break administrative barriers,transferring tasks from top to bottom;and private enterprises and other social forces at the societal level leverage their complementary advantages to promote the two-way flow of production factors.The study highlights that the goal orientation of common prosperity puts forward new requirements for regional coordinated governance.Therefore,it is necessary to address issues related to local governance accountability,assessment and evaluation systems,labor supply and demand of talents,and the coupling of regional coordinated development strategies and common prosperity.This approach will not only help inject momentum into the development of less developed regions in the west and narrow the regional gap but also promote cross-regional collaborative governance and achieve the goal of common prosperity for all people.
