易地搬迁社区全生命周期演化的实践逻辑及反思

摘　　要：揭示易地搬迁社区全生命周期演化的实践逻辑有助于从理论上回答后续扶持的政策范畴、价值导向及行动边界等一系列现实问题。借鉴奥田道大地域社会理论视角及其地域社会构造模式动态变迁分析框架,从地域格差与空间变迁、地域生活与要素配置、地域治理与主体重塑、地域秩序与制度融合四个维度,构建易地搬迁社区全生命周期演化的核心议题与分析框架,并将其划分为搬迁动员、稳定脱贫、主体发展和融合共享四个阶段,系统阐释它们在空间联动、要素整合、扶持机制、主体重塑、制度变迁等实践导向上的扶持政策瞄准和阶段演化趋势。易地搬迁社区全生命周期秩序演化的多元动力机制及多样推进模式,使其地域格差演进、地域生活营造、地域治理重建、地域秩序整合的实践过程呈现演化周期性、空间联动性、治理互嵌性、融合梯度性。新时期城乡融合发展进程中易地搬迁社区后续扶持应当围绕贫困治理逻辑转换、可持续生计能力建设及主体性融合发展,突出能力建设和长效机制;同时,回归现代地域社会的共同体本位,强化治理能力扶持和后续扶持阶段的常态化治理体系建设。Uncovering the logical progression of the complete lifecycle evolution of relocation communities can theoretically address a series of practical inquiries regarding the policy scope,value orientation,and action boundaries of subsequent support.This paper draws on Otiando's regional social theory and its framework for analyzing dynamic changes in regional social structural patterns to construct the core issues and analytical framework for the full life cycleevolution of relocation communities from four dimensions:regional disparities and spatial transformations,regional lifestyle and factor allocation regional governance and subject reshaping,and regional order and institutional integration.The paper systematically explains the relocation mobilization,stable poverty alleviation,and the four stages of subject development and integration and sharing,including their practical guidance in spatial linkage,element integration,support mechanisms,subject reshaping,and institutional changes,as well as their supporting policy goals and evolutionary trends.The diverse driving mechanisms and promotion modes of the entire life cycle order evolution of relocated communities lead to cyclical evolution,spatial linkage,governance embeddedness,and integration gradient in the process of regional grid evolution,regional life creation,regional governance reconstruction,and regional order integration.In the new era of urban-rural integration and development,follow-up support for relocated communities should focus on logical transformation of poverty governance,construction of sustainable livelihood capacity,and integration of subjectivity,emphasizing capacity building and long-term mechanisms;at the same time,returning to the community standard of modern regional society,strengthening support for governance capabilities and constructing a normalized governance system in the post-support stage.
