摘　　要：清末光绪年间,电话首次出现在河南开封,此后豫省电话事业发展较为曲折。南京国民政府成立后,豫省电话的官方机构——河南省电话管理局及其各级下属机构的建立,使得近代豫省电话管理系统渐次成型。与此同时,豫省省会开封市内电话、全省长途电话、各县环境电话和省际长途电话网络系统在全面抗战前的时空内得以构建,展现了近代技术、治理与经济互动交织的历史场景。豫省电话系统在构建的过程中,给时人带来了许多便利,取得了多维度的成就,但也陷入到各种问题之中,阻碍其发挥更大的现实功效。During the Guangxu period in the late Qing Dynasty,the telephone made its first appearance in Kaifeng,Henan Province.Since then,the development of the telephone industry in Henan Province has been tumultuous.Following the establishment of the Nanjing Government of the Republic of China,the modern telephone management system for Henan Province gradually formed with the establishment of the Henan Telephone Bureau and its associated institutions at all levels.Simultaneously,the telephone network system of Kaifeng,the capital of Henan Province,the long-distance telephone system connecting the whole province,the government internal telephone system for each county,and the inter-provincial long-distance telephone network system were constructed before the full-scale War of Chinese Resistance Against Japanese Aggression.This demonstrated the historical interaction between modern technology,governance and economy.Although the telephone system in Henan Province brought many conveniences and achievements,it also faced various challenges that prevented its full practical potential.
