摘 要:基层干部在问责压力下采取不同避责策略,一直是学术界关注的重要议题。既有研究较少从动态压力情境审视基层干部避责行为,也忽视了基层干部在问责过程中的责任感知与自主性。为探究动态问责压力情境下基层干部多元避责行动的原因,通过对S镇推进人居环境整治“百日攻坚”行动的案例分析,提炼了“动态情境-责任感知-策略响应”的解释框架。研究发现:动态问责压力情境和责任感知过程的不确定性,共同形塑基层干部多样的避责策略,表现为异质性的避责逻辑。基层干部避责研究应超越结果导向的研究局限,走向基于动态情境的研究。本研究拓展了避责行为的研究视角,为完善创新问责机制和治理避责行为提供了理论支持。The strategies for blame-avoidance adopted by grassroots officials have always been an important topic in the academic community.Researchers have been paid less attention to blame-avoidance behavior in dynamic pressure situations,and the sense of accountability and autonomy of grassroots officials is overlooked.In order to explore the reasons for the blame-avoidance by grassroots officials under dynamic pressure situations,an explanatory framework of"dynamic situation-perceive responsibility-strategic response"is extracted through the analysis of the renovation of the living environment in S town.Research showed that the uncertainty of the dynamic pressure situation and the perception process of responsibility is the key reason for grassroots officials to follow various forms of blame-avoidance logic.In this study,the research perspective of blame-avoidance behavior is expanded.It provided theoretical support for improving accountability mechanisms and governing blame-avoidance behavior.
