技术权力与大国创新:西方国家认知逻辑、行为模式与外溢后果

摘　　要：当前全球科技竞争态势依然剧烈。在国际政治场域中,西方创新大国将技术权力与国家创新模式的关联机制“外部化”将导致全球技术治理体系中的权力之争。西方大国在技术权力结构、运行和分配上遵循丛林法则、雁阵思维和身份政治逻辑;以全面主导全球价值链为国家整体创新目标,采取高强度战略科技投入、解构既有技术治理信任体系、建立排他性闭环价值链以及阻遏技术人才流动等措施。这种认知逻辑和行为模式将显著拉高全球经济系统运行风险,致使新兴技术后发国家落入“技术诅咒”,对西方国家自身也将产生巨大的反噬效应。在当前全球技术权力体系加速变革时期,技术创新大国应坚持更广泛、更包容与多边合作的技术权力认知逻辑,在国际科技合作新型治理机制、全球创新网络机制、技术创新的理性市场竞争机制,以及全球技术权力新生态构建上展现大国创新的时代之义。The current global competition in science and technology is still fierce.In the international political field,the“externalization”of the correlation mechanism between technological power and national innovation mode by western innovation powers will lead to power struggle in the global technological governance system.From structural,operational and distributional perspective,western countries follow the law of the jungle,the thinking of goose flying array and the logic of identity politics.To fully dominate the global value chain as the country's overall innovation goal,major western countries adopt high⁃intensity investment in science and technology,deconstruct the technology governance trust system,establish an exclusive closed⁃loop value chain,and prevent the flow of technical personnel.The cognitive logic and action pattern will seriously increase the risk of global economic system,resulting in the latecomers of emerging technologies falling into the“technology curse”,and will have a huge counter⁃impact on Western countries themselves.In the current period of accelerating changes in the global technological power system,major countries should adhere to a broader,more inclusive and multilateral cooperation technology power cognitive logic,shape the global innovation network mechanism,conform to the rational market competition principle,and the construct a new ecology of global technological power in the new governance mechanism.
