新时期高速公路安全管理和应急处置能力分析

摘　　要：为了强化安全管理能力和应急处置能力、保障人身安全,采用文献分析法对新时期高速公路安全管理和应急处置能力进行了分析。结果发现新时期高速公路安全管理存在的不良影响因素主要包含公路自身因素、人为因素、自然环境及不可抗力因素,工作重点应当为重视安全教育、公路维护、责任制度。新时期提升高速公路应急处置能力的具体措施应当从体系、平台、队伍三方面入手,切实强化安全管理和应急处置能力,才能有效保护人身安全,降低事故发生率。In order to strengthen safety management and emergency response capabilities,and ensure personal safety,the literature analysis method was used to analyze the safety management and emergency response capabilities of highways in the new era.The results showed that the adverse factors in the safety management of highways in the new era mainly include factors such as the highway itself,human factors,natural environment,and force majeure.The focus of work should be on emphasizing safety education,highway maintenance,and responsibility systems.The specific measures to enhance the emergency response capability of highways in the new era should start from three aspects:system,platform,and team,and effectively strengthen safety management and emergency response capabilities in order to effectively protect personal safety and reduce accident incidence.
