脱贫攻坚后评估阶段优化监测返贫预警机制研究--以湖北省Y市为例

摘　　要：攻坚脱贫进入新阶段,防贫返贫成为新的研究热点,文章在对湖北17县深入评估调研的基础上,根据攻坚脱贫后评估阶段的实际特点,结合当前学者防返贫预警研究的成果,提出优化监测返贫预警机制:首先从疾病、教育、老龄化、自然灾害和自身发展能力五个方面构建返贫风险识别体系;其后通过村委会干部和驻村工作队定期开展全覆盖调研、走访等建立返贫信息筛选认定预警体系;其三构建招商引资和村集体产业帮扶的就业支撑体系;其四优化返贫预警考核体系,同时增强智力扶贫、思想扶贫力度。Based on the in-depth evaluation and research of 17 counties in Hubei Province,this paper proposes to optimize the monitoring and warning mechanism of poverty alleviation:first,build a risk identification system of poverty alleviation from five aspects--disease,education,aging,natural disasters and self-development capacity;second,the village committee cadres and village teams regularly carried out full coverage research,visits,etc.to establish an early warning system for screening and identifying poverty returning information;Third,establish the employment support system for investment attraction and village collective industry assistance;Fourth,we will optimize the early warning and assessment system for returning to poverty,and at the same time,strengthen intellectual and ideological poverty alleviation efforts.
