长江十年禁渔背景下退捕渔民问题研究述评

摘　　要：长江十年禁渔计划,功在当代,利在千秋。在十年禁渔政策影响下,聚焦于长江流域的退捕渔民问题重新成为学界研究的焦点议题,相关研究主要围绕退捕渔民的生态补偿问题、生计重构问题、社会保障问题以及渔文化传承问题等维度展开,并取得一定成果。但是,当前研究总体上仍存在着研究视域狭窄化、研究方法单一化、研究内容同质化等问题。未来应进一步在实证研究基础上强化学理阐释,从多维度论证退捕渔民安置保障的意义、聚焦长江流域渔村治理体系和治理能力现代化建设研究、透视长江流域渔文化的创造性传承与创新性发展等多方面增强退捕渔民问题研究的学理性,推动退捕渔民问题研究走深走实。The ten-year fishing ban in the Yangtze River basin has achieved great success in contemporary times and benefits for the future.Under the influence of the current policy,the issue of retired fishermen focusing on the Yangtze River basin has become a focus of academic research,with relevant research mainly focusing on ecological compensation,livelihood reconstruction,social security,and cultural heritage issues for returning fishermen,and has achieved certain results.However,the research on this issue is still in its initial stage,and the current research is generally limited by the narrowing of the research field,the homogenization of the research method and the homogeneity of the research content.In the future,the research on the issue of retired fishermen can be enhanced from the perspectives of demonstrating the significance of resettlement guarantee for returned fishermen from multiple dimensions,promoting the modernization of the governance system and governance capacity of fishing villages in the Yangtze River area,and promoting the creative inheritance and innovative development of Yangtze River fishing culture,so as to promote the research on the issue of retiring fishermen in a deeper and more practical way.
