姐告“境内关外”模式与横琴“分线管理”模式监管政策对比分析  

Comparative Analysis of Regulatory Policies between Jiegao's"Inside the National Border but Outside the Customs Territory"Model and Hengqin's"Sub-line Management"Model

摘　　要：姐告边境贸易区自2000年8月起实施“境内关外”海关特殊监管模式,2009年8月国务院批复的《横琴总体发展规划》提出在横琴新区实施“分线管理”模式。对姐告“境内关外”模式和横琴“分线管理”模式监管政策进行对比分析,可知“境内关外”监管政策较“分线管理”监管政策优惠程度高。原因一是姐告边境贸易区设立时的起点、站位和建设目标均比横琴新区高,二是姐告边境贸易区设立时的区位和经济环境较横琴新区更有利于争取优惠政策。结合姐告“境内关外”监管政策实施经验展望未来横琴“分线管理”的实施,治理体制问题能否妥善解决是横琴“分线管理”监管政策能否充分有效执行的关键。同时,在现行监管政策下,实施“分线管理”后横琴的开放程度能否达到横琴未来发展要求仍然存疑。The Jiegao Border Trade Zone has implemented a special customs supervision model of"Inside the National Border but Outside the Customs Territory"since August 2000,and the"Hengqin Overall Development Plan"approved by the State Council in August 2009 proposed the implementation of a"Sub-line Management"model in Hengqin New Area.A comparative analysis of the regulatory policies of Jiegao's"Inside the National Border but Outside the Customs Territory"model and Hengqin's"Sub-line Management"model shows that the regulatory policy of the former is more preferential than the regulatory policy of the latter.The first reason is that when the Jiegao Border Trade Zone was established,its starting point,location and construction goals were higher than those of the Hengqin New Area.The second reason is that the location and economic environment when the Jiegao Border Trade Zone was established were more conducive to obtaining preferential policies than the Hengqing Jiegao's experience in implementing"Inside the Natio New Area.Combininnal Border but Outside the Customs Territory"regulatory policies and looking forward to the future implementation of Hengqin's"Subline Management",whether governance system issues can be properly resolved is the key to whether Hengqin's"Sub-line Management"regulatory policy can be fully and effectively implemented.At the same time,under the current regulatory policies,it is still doubtful whether Hengqin's openness can meet Hengqin's future development requirements after the implementation of"Sub-line Management".
