中国提出全球安全倡议的内在动力与外在挑战

摘　　要：近年来,国际社会中单边主义、保护主义、霸权主义和强权政治逐渐抬头,全球和平赤字、发展赤字、安全赤字、治理赤字日趋加重。面对世界百年未有之大变局,中国坚定地承诺走和平发展道路,同时更加主动地进行战略谋划,进行了一系列外交布局,维护了国际和平安全,促进了全球发展繁荣。为了推动国际安全合作,消弭国际冲突根源,完善全球治理,实现世界持久和平与发展,中国又适时提出了全球安全倡议,为动荡变化的时代注入更多稳定性和确定性。本文认为,中国能够提出全球安全倡议,是因为中国长期在国际社会发挥着三种重要角色,即维护世界和平的重要力量、人类进步的理性力量及解决全球性问题的建设性力量。然而,随着中美权力转移进入关键阶段,中国面临的风险考验只会越来越复杂,来自美国及其他西方国家的遏制、围堵、打压只会越来越多、越来越重,全球安全倡议将不断遭遇全新的现实挑战。在一定程度上,中美走向战略对抗是关系到全球安全倡议能否践行的关键所在,并将对世界和平与发展带来了巨大的不确定性。In recent years,unilateralism,protectionism,hegemonism and power politics have gradually devastated the intermational community,while deficits in peace,development,security and governance have emerged in today's world.Faced with the grave challenges posed by the unprecedented changes in a century,China has firmly adhered to the path of peaceful development and has been more proactive in strategic planning,making a series of diplomatic arrangements so as to maintain international peace and security,as well as to promote global development and prosperity.In order to promote international security cooperation,to address the root causes of international conflicts,to improve global governance,and to achieve lasting peace and development in the world,China has also timely proposed the Global Security Initiative which is meant to bring more stability and security to the turbulent and changing era.This article argues that China is able to propose the Global Security Initiative because it has long played three important roles in the international community:China is an important force in maintaining world peace,a rational force for human progress,and a constructive force in solving global problems.However,as the power transition between China and the United States enters a critical stage,the risks China faces will only become more complex.Western countries,led by the United States,have implemented a comprehensive containment,encirclement and suppression policy against China,which will only intensify over time,and as a result,the Global Security Initiative will continue to face new challenges.To a certain extent,the strategic confrontation between China and the United States is the key factor that will hinder the implementation of the Global Security Initiative and will bring enormous uncertainty to world peace and development.
