拉美地区安全观和安全治理机制演变——基于区域主义视角

摘　　要：全球安全倡议及其《概念文件》高度重视地区安全治理及其机制建设。拉美地区是《概念文件》提出的重点合作地区之一。本文通过探讨拉美地区安全观和安全治理机制的演变,旨在为该地区对全球安全治理的理论研究和实践探索提供参考,并为中拉在全球安全倡议框架下展开合作提供借鉴。从安全观演变看,拉美地区经历了从传统安全观到新安全观的转变,可进一步划分为四个主要阶段:主要基于地缘政治因素的安全观阶段、主要基于意识形态因素的安全观阶段、民主安全观阶段,以及扩展的安全观阶段。每个阶段安全观念的内涵既具有当时国际社会主流内涵的基本特征,又具有其自身的独特之处。蕴含于这些安全观中的核心原则一以贯之,包括自主原则、和平相处与不干涉原则、通过国际机制解决争端原则,以及国家中心主义原则。从安全治理机制构建看,集体安全机制是拉美地区安全治理的支柱,构建安全共同体是拉美地区安全治理的目标,复合性是拉美地区安全治理机制的鲜明特征。未来需要在以下方面给予更多研究和关注,以有效推动中拉双方在全球安全倡议架构下的合作:一是地区大国的安全观对于该地区安全形势和格局的重要影响,二是次区域组织在安全治理方面的重要性,三是安全议题的优先次序对拉美地区安全治理机制的驱动作用。The Global Security Initiative and its Concept Paper attach great importance to regional security governance and mechanism building.LAC region is one of the key cooperation areas proposed in the Concept Paper.By discussing the evolution of security concepts and security governance mechanisms in Latin America,this paper aims to provide a reference for theoretical research and practical exploration of global security governance in the region,as well as a reference for China-Latin America cooperation under the Initiative.From the perspective of the evolution of security concepts,Latin America has undergone a transformation from traditional security concepts to new security concepts.It can be further divided into four main stages:the security concept mainly based on geopolitical factors,the security concept mainly based on ideological factors,the democratic security concept,and the expanded security concept.The connotation of the security concept at each stage not only has the basic characteristics of the connotation of the mainstream international security concept at that time,but also has its own uniqueness.The basic principles contained in these security concepts have always been consistent,including the principles of autonomy,peaceful coexistence and non-interference,dispute settlement through international mechanisms,and state-centrism.From the perspective of the construction of the security governance mechanism,the collective security mechanism is the pllar of security governance in Latin America,the construction of a security community is the goal,and complexity is the characteristic of such mechanism in this region.In the future,in order to effectively promote China-Latin America cooperation in the framework of global security initiatives,we need to pay more attention to the following areas:the important impact of the security concept of regional powers on the security situation and pattern in the region;the importance of sub-regional organisations in security govermance;the driving effect of the prioritisati
