摘　　要：随着欧盟、中国、美国、日本等越来越多的国家和地区作出碳中和的承诺,绿色低碳发展日益成为全球性战略大势,各主要经济体围绕绿色经济和碳中和相关的制度规则、产业体系、金融体系、技术创新等方面的竞合态势增强。总体而言,主要经济体积极响应碳中和目标,结合自身发展基础确立碳中和战略取向,重点关注碳中和技术创新需求及前景广阔的产业发展机会,加快塑造产业竞争力。发展清洁能源成为各国积极应对气候变化的重要导向和关键行动,也将成为国际竞争的主战场。作为全球的主要经济体,同时也是全球最主要的温室气体排放者,中国、美国和欧盟在全球气候治理方面展开建设性合作至关重要。中国的“双碳”战略与政策行动必须与国际规则接轨,服务于国内可持续发展以及人类命运共同体建设。With increasing countries and regions such as the European Union,China,the United States and Japan commiting to carbon neutrality,green and low-carbon development has increasingly become a global strategic trend.Competition and cooperation among major economies on green economy and carbon neutrality related institutional rules,industrial systems,financial systems,technological innovation and other aspects have increased.In general,major economies are actively responding to carbon neutrality targets,setting strategic directions based on their own development bases,and focusing on carbon neutrality technology innovation requirements and promising industrial development opportunities to accelerate the shaping of industrial competitiveness.From an international perspective,the development of clean energy has become an important direction and key action for countries to actively respond to climate change.The industrial system,institutional rules,financial system and technological innovation related to clean energy will become the main battleground of international competition.As the world's most important major economies and also major emitters of greenhouse gases,it is crucial for China,the United States and the European Union to engage in constructive cooperation in global climate governance.China's"double carbon"strategy and policies must be in line with international rules and serve domestic sustainable development and the building of a community of shared destiny.
