新型集体经济只能是新型合作经济

摘　　要：实行传统集体经济并非马克思的初衷或本来设想。它违背了合作经济原则,在实践中遭受挫折,在理论上、法律上也存在问题。以“集体成员利用集体所有的资源要素”来定义“新型集体经济”,面临逻辑上的困难,也不能适应农村经济的发展变化。发展新型集体经济应当回归合作经济本源,以“合作与联合”为重点,加强社区依托,特别是要大力发展生产、供销、信用“三位一体”综合合作。社区合作基于地缘纽带,与地权归属(土地所有制)没有必然联系,而传统集体经济的地缘纽带仍在并且基本保持完整,是不容忽视的组织资源。在新型合作经济体系内兼容原有的集体经济因素,有两条路径,即横向兼容和纵向兼容。这两条路径并不矛盾,可以先易后难,也可同时推进。The traditional collective economy is not Marx’s original intention or idea because it violates the principle of cooperative economy,suffers setbacks in practice,and has both theoretical and legal confusions.There are logical difficulties to define“new collective economy”by“collective members utilizing the elements of collectively owned resources”and it cannot adapt to the development and changes of rural economy.To develop new collective economy,we should return to the origin of cooperative economy,focus on“cooperation and unity”,strengthen community support,and,in particular,vigorously develop the trinity of comprehensive cooperation of production,supply&marketing,and credit.Community cooperation is based on geographical ties and is not necessarily related to land belonging(land ownership).The geographical ties of traditional collective economy still exist and remain basically intact,which are organizational resources that cannot be ignored.There are two paths to include existing collective economic factors within the new cooperative economic system,namely horizontal compatibility and vertical compatibility.These two paths are not contradictory and we can begin with the easy one or push both of them simultaneously.
