摘　　要：【目的】掠夺性期刊已成为全球性问题。明确国际英文掠夺性期刊定义,为有效打击国际英文掠夺性期刊提供参考。【方法】基于默顿等人对学术期刊使命的观点,从期刊论文质量、发表费用两个方面,采纳影响因子、年发文量、作者国别比例、篇均发表费与年发文量之积4个指标,根据数据分布形态,采用对数正态分布函数拟合每个指标数据。4个指标分布函数的95%上限、5%下限形成多个组合,据此可确定国际英文掠夺性期刊的掠夺程度。【结果】选择Web of Science数据库2022年Clinical Medicine类别期刊为讨论对象,依据提出的方法计算可知掠夺性期刊占比为8.78%,而中国科学院文献情报中心《国际期刊预警名单》判定的掠夺性期刊占比为4.88%。依据提出方法判定的掠夺性期刊中,有13种期刊与《国际期刊预警名单》判定结果重合,占《国际期刊预警名单》医学类预警期刊的65%。【结论】提出的方法有明确理论依据,指标、数据透明,可以消除通过特征归纳、定义掠夺性期刊的多个缺点,具有一定政策参考价值。[Purposes]Predatory journals have become a global problem.A clear definition of international English predatory journals is needed for effectively combating international English predatory journals.[Methods]Based on Merton's views on academic journal mission,four indexes,such as impact factor,annual publication number,author's nationality ratio,and the product of average publication cost and annual number of publications,were adopted in terms of the quality of journal papers and publication costs.According to the data distribution of each index,the lognormal distribution function was used to fit four index data.The degrees of predatoriness of international English predatory journals were determined by different combinations between the 95%upper limit and 5%lower limit threshold of the four indexes.[Findings]The Clinical Medicine journals in the Web of Science database in 2022 are selected as the discussion object.The proportion of predatory journals determined by the proposed method is 8.78%,and that of predatory journals determined by the"International Journal Warning List"of the National Science Library,Chinese Academy of Sciences is 4.88%.The proposed method determines that there are 13 kinds of predatory journals that are the same as the"International Journal Warning List",and the same journals account for 65%of the medical warning journals of"International Journal Warning List".[Conclusions]The proposed method has a clear theoretical basis and transparent indicators and data,and it can eliminate multiple shortcomings of defining predatory journals through characteristics,which has certain policy reference value.
