摘　　要：当前,安置帮教工作面临现代化的刚性预设与政府推进的柔性举措之间的矛盾、现代社会政策的宽容性特质与法律法规的严苛性规定之间的矛盾以及回归社会人员融入社会的内在需求与社会文化的排斥之间的矛盾。面对这三大矛盾,政府需要因应社会结构和社会形态的变化制定刚性的安置帮教工作的推进措施和宽容性的社会政策,修订法律法规减少回归社会人员的职业禁止和职业限制,培育包容性的社会文化,从而共同做好安置帮教工作。The resettlement,assistance and education is facing three contradictions,namely,the contradiction between the rigid presupposition of the modernization of resettlement,assistance and education and the flexible measures promoted by the government,between the tolerance of modern social policies and the strict provisions of laws and regulations,and between the internal needs of returnees to integrate into society and the rejection of society due to its culture.In the face of these three contradictions,the government needs to formulate rigid measures to promote resetlement,assistance and education and tolerant policies for social integration in light of the changes in social structure and form,revise laws and regulations to reduce occupational prohibitions and restrictions for the returnees,and cultivate an inclusive social culture,so that the resettlement,assistance and education work can be improved.
