基于突变理论的警察战术能力提升路径分析

摘　　要：基于突变理论,分析传统警察战术能力系统的演化过程,发现其存在动力不足、进程缓慢以及实战效果不佳等弊端,认为警察战术能力的提升路径并非只有渐进式,而是有着更为快速、高效的路径可供选择。本文运用文献资料、逻辑分析等研究方法,剖析内在状态变量与外在控制变量在战术能力系统演化过程中的相互关系及其不同作用,指出促使战术能力水平实现“突变式”提升的方法路径。最后借助尖顶突变模型进行分析,得出结论:唯有战术教官、管理人员等“活性”因素发挥负值作用,才能使战术能力系统不断发挥其内在动力,从而进行有利的涨落,促使系统突变的发生,实现整个战术能力系统的可持续性发展。Based on the Mutation Theory,this study analyzes the evolutionary process of traditional police tactical capabilities,highlighting the drawbacks of insufficient driving force,slow progress,and unsatisfactory real-world effectiveness.It argues that the path to enhancing police tactical capabilities is not solely gradual but offers faster and more efficient alternatives.Utilizing research methods such as literature review and logical analysis,the study delves into the interrelationships and distinct roles of intrinsic state variables and extrinsic control variables during the evolution of tactical capabilities,providing methods to facilitate“mutation-style”improvements in tactical proficiency.Finally,by employing the peak mutation model,it emphasizes that only when“active”factors like tactical instructors and management personnel play a negative role can the tactical capability system continuously unleash its intrinsic dynamics,leading to favorable fluctuations and inducing system mutation,thereby achieving sustainable development for the entire tactical capability system.
