预拌混凝土绿色建材认证评价制度分析与建议

摘　　要：为了帮助相关企业和从业人员了解预拌混凝土产品领域国家层面的绿色建材认证评价制度,本文系统全面回顾介绍近十年住房和城乡建设部、工业和信息化部、市场监管总局等政府部门先后推行的绿色建材评价标识制度、绿色建材产品分级认证制度等两项合格评定制度的政策背景和实施情况;结合北京国建联信认证中心有限公司近三年认证实践,研究分析目前正在大力推行和积极采信的绿色建材产品分级认证制度依据的评价标准、认证规则在实施应用中存在的若干主要问题,着重提出评价标准中单位产品生产能耗、固体废弃物掺加量、耐久性等评价指标和认证规则中安全生产标准化证书、关键原材料备案管理、工厂质量保证能力检查要求、产品扩展等检查规定的修订建议。In order to help relevant enterprises and practitioners understanding the national level green building materials certification evaluation system in the field of ready-mixed concrete products,this paper systematically reviews and introduces the policies background and implementation of two conformity assessment systems-the green building materials assessment mark system and the green building materials product classification certification system,which have been successively implemented by the Ministry of Housing and Urban-Rural Development,the Ministry of Industry and Information Technology,the General Administration of Market Supervision and other government departments in the past ten years.Combined with the certification practices of Beijing Guojian Lianxin Certification Center Co.,Ltd.in the past three years,this paper studies and analyzes some main problems existing in the implementation and application of the evaluation standards and certification regulations based on the green building material products classification certification system,which is being vigorously promoted and actively adopted.The paper focuses on the evaluation standards in energy consumption of production per unit product,adding amount of solid waste,durability and other evaluation criteria,and certification rules in the safety production standardization certificate,filing management of key raw material,factory quality assurance ability inspection requirements,product extension and other inspection regulations.
