摘 要:2019年北京市出台了住宅工程质量潜在缺陷保险暂行管理办法,办法中对保险范围及责任、投保与承保、工程质量风险管理、保险理赔和法律责任等做出了相关规定,但是对于保险费率未做出统一规定。论文通过对相关政策文件解读,分析影响保险费率的各种因素,运用层次分析法(AHP)构建工程质量潜在缺陷保险费率调整系数评价体系,确定各影响因素指标权重,得出保险费率模型。以Y公司某房地产项目为例,以共保体提供的保险费率作为基本保险费率,以案例实证保险费率模型,具有一定的参考价值。In 2019,Beijing issued the Interim Measures for the Management of Inherent Defects Insurance in Housing Project Quality,which stipulates insurance coverage and liability,insurance and underwriting,engineering quality risk management,insurance claims and legal liability.However,there is no uniform rule on premium rates.Based on an interpretation of relevant policy documents,this paper probes into factors affecting the premium rates.The Analytic Hierarchy Process(AHP) is employed to construct an evaluation system of premium rate adjustment coefficients for inherent defects in housing project quality,so as to identify the index weight of each influencing factor and obtain the premium rate model.Focusing on a housing project of Y Company,it takes the premium rate provided by the co-insurer as the basic rate and demonstrates the premium rate model through cases,with a view to providing a reference for subsequent practice.
