中国特色新型高校智库创新发展的内在逻辑与实践路径

摘　　要：高校智库具有独特的发展优势。中国特色新型高校智库代表了我国高校智库建设的根本方向。在新的历史时期,中国特色新型高校智库需要通过不断创新发展提升其在公共决策与社会发展中的核心价值。中国新型高校智库实现创新发展有其内在的逻辑机理:在政治上要推进国家治理体系现代化;在功能上要聚焦经济社会发展重大需求;在技术上要适应科学知识生产方式的演进。然而在现实中高校智库的创新发展存在着依附还是独立、盈利还是服务、学术还是咨政、学科还是超学科等诸种现实悖论。中国高校智库的创新发展实践应从四个方面展开:精准定位智库功能、明确特色发展目标,转变智库治理结构、建构新型校库关系,优化智库运行机制,助力创新成果产出,拓宽智库成长空间,净化创新发展环境。University think tanks have unique development advantages,and Chinese characteristic new-type university think tanks represent the fundamental direction of think tank construction in Chinese universities.In the new historical period,Chinese characteristic new-type university think tanks need to continuously innovate and develop to enhance their core value in public decision-making and social development.The innovative development of Chinese new-type university think tanks has its own inherent logic mechanism:politically,it should promote the modernization of the national governance system;functionally,it should focus on the major needs of economic and social development;technologically,it should adapt to the evolution of scientific knowledge production methods.However,in reality,there are various paradoxes in the innovative development of university think tanks,such as dependence or independence,profitability or service,academic or consultative,disciplinary or interdisciplinary.The innovative development practice of Chinese university think tanks should be carried out from four aspects:precise positioning of think tank functions,clear definition of characteristic development goals;transformation of think tank governance structure,and construction of new-type school-think tank relationships;optimization of think tank operating mechanisms to assist in the production of innovative results;expansion of the growth space of think tanks and purification of the innovative development environment.
