石家庄市高邑县城镇体系与周边关系发展构想

摘　　要：高邑县是石家庄南端的县级中心地,在京津冀协同发展背景下,成为建构“高柏链”过程中“高柏节点”上的重要成员,前瞻性地思考高邑县城镇体系的发展思路就具有重要的区域经济学意义.以高邑县主城区为核心构建高邑县城镇体系,不仅需要考虑高邑县行政腹地内乡镇中心地间的关系,也要注意高邑县中心地与周边县级中心地间的关系,构建起“高宁链”“高赵链”“高元链”“高赞链”“高临链”“高柏链”,同时也要以发展较好的乡镇中心地或者以村庄组合为中心构建微中心,成为连接县级中心地的节点,并且与县级中心地形成鼎足发展构架,进一步提升在县域腹地内构建指状网络中心地体系的可能.借助行政力量,依托乡镇中心地构建微中心是在构建高邑县城镇体系过程中不能忽视的环节,行政区划边界处的资源据此可以进行高质量对话,基于软区划构建起跨行政区划的城镇体系,提升邻近县级中心地的协同发展水平.Gaoyi County is the county center at the southern end of Shijiazhuang.Under the background of the coordinated development of Beijing-Tianjin-Hebei,it has become an important member of the"Gaobai node"in the process of building the"Gaobai Chain".It is of great significance for regional economics to think forward about the development ideas of Gaoyi County urban system.To build the city cluster of Gaoyi County urban system with the main urban area of Gaoyi County as the core,it is necessary not only to consider the relationship between the township centers in the administrative hinterland of Gaoyi County,but also to pay attention to the relationship between the center of Gaoyi County and the surrounding county centers,and build a"Gaoning Chain","Gaozhao Chain","Gaoyuan Chain","Gaozan Chain","Gaolin Chain",and"Gaobai Chain".At the same time,it is necessary to build micro centers centered around well-developed township centers or village combinations,becoming nodes connecting county-level centers,and forming a coordinated development framework with county-level centers,further enhancing the ability to build a finger-network center system within the county hinterland.Building a micro center by relying on the township center with the help of administrative power is a link that cannot be ignored in the process of building a urban system in Gaoyi County.The resources at the border of Administrative division can thus conduct high-quality dialogue,build an urban system across administrative division based on soft divisions,and improve the coordinated development level of neighboring county center.
