油气田公司重点产能建设项目驻场HSE监督模式探讨

摘　　要：当前国内油气勘探开发力度正全面提速,部分重点产能建设项目工期紧、施工难度和风险大等特点,安全监管工作尤为重要。某油气田公司HSE监督中心针对重点产能建设项目,探索驻场HSE监督模式,采取设置现场监督部开展下沉式监督;引入“监督业务外委方式”充实HSE监督力量;规范监督工作程序确保履职到位;基于问题风险等级建立分级交流机制;推进系统整改,消除隐患等措施及方法,防范化解建设项目安全生产风险。At present,the efforts of domestic oil and gas exploration and development are being fully accelerated.Some key production capacity construction projects are characterized by tight schedules,high construction difficulties and risks,so safety supervision is particularly important.Aiming at the key capacity construction projects,the HSE Supervision Center of an oil and gas field company explores the on-site HSE supervision mode,adopts measures and methods such as setting up an on-site supervision department to carry out basic-level supervision,introducing the“outsourcing of supervision business”to strengthen the HSE supervision force,standardizing the supervision procedure to ensure that the performance of duties is put in place,establishing a hierarchical communication mechanism based on the risk level of the problem,and promoting system rectification and eliminating hidden dangers,etc.,so as to prevent and resolve the risks of safe production in the construction projects.
