摘  要:干部考察是中国共产党组织选人的优良传统,这一制度设计是如何运作的,有何体制优势,值得深入探究。基于对某市A区党委换届的田野调查,本文揭示了干部考察的运行逻辑,并从组织选贤任能的视角进一步明确了干部考察的功能定位。研究发现,干部考察介于干部提名与任用决定之间,其运行有效统合了组织认可、领导推荐、群众基础、个人德才等多元干部选任因素。因此,这一制度安排不仅有助于消弭组织选人的信息不对称,实现选拔过程的“高效率民主”与“高质量集中”,同时还兼顾了干部选任的政治标准与专业能力,推动了候选人个人特质与岗位任职情境间的有效匹配。通过立体化呈现干部考察这一具有中国特色的组织选人机制,本文拓展了当前中国政治发展中干部晋升和人事管理研究的边界。Cadre inspection is an excellent tradition of the Communist Party of China.What kind of impact has this system design had on the selection of personnel by organizations?Based on a field investigation of the election of the party committee in District A of a certain city,this article reveals the operational logic of cadre inspection and further clarifies the functional positioning of cadre inspection from the perspective of selecting talents for organizations.It found that cadre inspection is between the nomination of cadres and the appointment decision,and its operation effectively integrates multiple factors for selecting cadres,such as organizational recognition,leadership recommendation,mass foundation,and personal morality and talent.Therefore,this institutional arrangement not only helps to eliminate the information asymmetry in the selection of personnel by organizations,but also achieves“high-efficiency democracy”and“high-quality concentration”in the selection process.At the same time,it also takes into account the political standards and professional competence of cadre selection,and promotes the effective matching of candidates’personal traits with different job situations.By presenting the three-dimensional cadre inspection system with Chinese characteristics,this article expands the boundaries of research on cadre promotion and personnel management to a certain extent.
