摘　　要：本文以国家治理体系和治理能力现代化为逻辑起点,在分析现代机关运行保障的范围、趋势和特征基础上,提出现代机关运行保障的宏观模式——“整规智治”模式,以及集中保障模式、平台保障模式、驻点保障模式等微观保障模式,并据此提出构建法律体系、推动职能法定、推动社会化改革等发展路径,以期为机关运行保障提供理论参考。This paper takes the modernization of the national governance system and governance capacity as its logical starting point.By analyzing the scope,trends,and characteristics of modern agency operational support,it proposes a macro model for modern agency operational support,known as the“Zheng Gui Zhi Zhi”model.Additionally,it outlines micro-level support models,including centralized support,platform-based support,and on-site support models.Based on these models,the paper proposes development paths such as constructing a legal framework,promoting statutory functions,and advancing social reforms,with the aim of providing theoretical reference for enhancing agency operational support.
