摘　　要：农业现代化是中国式社会主义现代化的重要组成部分。深化农地制度改革以构建中国特色的农地产权制度之于实现农业现代化有着极其重要的意义。深化农村土地制度改革要妥善解决大国小农现实约束下如何破解中国农业现代化的困境、在新的历史发展阶段如何形成土地适度规模经营、如何按照“三权分置”的制度要求进一步明晰农地产权等问题。为此,需要基于农村土地制度环境的变化适时深化农地制度改革以正确处理农民和土地的关系,按照“三权分置”的要求进一步明晰农地产权,在坚持农业家庭经营为主的同时持续推进农业经营组织的创新并强化关联制度的建设与完善,通过强化集体所有制根基、保障和实现农民集体成员权利、激活土地资源资产要素,有效构建起中国特色的农地产权制度。Agricultural modernization is an important part of Chinese socialist modernization.It is of great significance for realizing agricultural modernization by deepening land system reform to construct a system of land tenure with Chinese characteristics.Deepening the land system reform should deal with the problems such as how to solve the agricultural modernization dilemma under the constraints of smallholder farmers in large countries,how to form appropriate scale of land management in the new historical development stage,and how to clarify land tenure according to the requirements of “Tripartite entitlement system”.Therefore,it is necessary to deepen land system reform based on the change of land system environment,so as to deal with the relationship between farmers and land correctly.According to the requirements of “Tripartite entitlement system”,the land tenure should be clarified.We should continue to promote the innovation of agricultural management organizations and strengthen the improvement of related system while adhering to the principle of agricultural family management.In order to construct a system of land tenure with Chinese characteristics effectively,we should strengthen the foundation of collective ownership,guarantee and realize farmers' collective rights,and activate the elements of land resource assets.
