摘 要:科技创新是建设创新型国家的核心驱动力,在推动中国社会主义现代化建设中起着重要支撑作用。随着国家对能源资源安全保障日益重视和新一轮找矿突破战略行动的全面开展,地质勘查单位普遍通过科技创新来推动产业转型和高质量发展,科技管理的地位愈发重要。在实践中,既有科技管理的经典范式,也存在普遍共性问题。天津华北地质勘查局采用动态管理模式,对局部问题统筹考虑,探索科技管理创新整体解决方案。结合当前的政策形势以及地质勘查单位科技工作存在的不足,以天津华北地质勘查局为例,探讨了地质勘查单位在体制机制创新、创新平台建设、科技人才队伍、科技创新环境营造等方面进行的科技管理创新和实践。指出地质勘查单位未来科技管理工作重点为打造核心技术体系、推进高水平创新平台建设、加大科技成果转化力度、加强科技人才引育工作。Scientific and technological innovation is the core driving force of building an innovation-oriented country,and plays an important supporting role in promoting our country's socialist modernization.With the increasing attention of China to the security of energy resources and the comprehensive development of the New Round of Prospecting Breakthrough Strategic Action,geological exploration units generally promote industrial transformation and high-quality development through scientific and technological innovation,which leads to the increasingly important position of scientific and technological management.In practice,there are both successful examples of science and technology management and common problems.As a geological exploration unit,Tianjin North China Geological Exploration Bureau adopted dynamic management pattern,coordinated local problems,explored a whole solution of science and technology management innovation.Taking the example of Tianjin North China Geological Exploration Bureau,combining with the present situation of policies and the deficiency of scientific and technological work in the geological exploration units,this paper discusses the innovation and practice of science and technology management in geological exploration units from the system and mechanism innovation,innovation platform construction,scientific and technological talents and teams building,creating an environment for scientific and technological innovation and so on.This paper also points out the key areas of the future work include:arrange key technology system,promote the constructing of high level innovation platform,reinforce the momentum of scientific achievements transformation,intensify training and introducing of technological talents.
