经费紧缩背景下高校图书馆文献信息资源建设优化及策略路径研究——以华东理工大学为例

摘　　要：文献信息资源是高校图书馆保障师生教学科研需求的基础。经费紧缩背景下,如何进行文献信息资源的精准优化建设一直是高校图书馆研究的课题。华东理工大学图书馆自2020年经费大幅消减后,通过“减”“砍”“缓”等具体措施优化文献信息资源配置,支持学校教学科研发展。文章据此分析高校图书馆文献信息资源建设的痛点及内外兼修的化解策略,并由此构建文献资源建设“全流程”路径设计框架;提出高校图书馆文献信息资源建设应沿着“统筹—优化—协作”的三层次演进路径,最大限度实现读者的需求保障,为同类高校图书馆应对经费紧缩提供借鉴参考。Literature information resources are the basis for university libraries to meet the teaching and research needs of teachers and students.Under the background of tight budget,how to accurately optimize the construction of literature information resources has always been the subject of university library.Based on the example of how the library of East China University of Science and Technology optimizes the allocation of literature information resources and support the teaching and research after the drastic reduction of funding since 2020,this paper analyzes the major challenges of the construction of literature information resources in university libraries and the strategies of both internal and external cultivation by constructing the“whole process”path design framework of literature resource construction.The paper puts forward that the construction of literature information resources in university libraries should follow the three-level evolution path of“overall planning,optimization and cooperation”to maximize the protection of readers needs,and provide reference for similar university libraries to cope with the budget crunch.
