谨防数字化经济陷阱

摘　　要：本文在充分认识和认可数字化技术及其普及应用带给人类巨大进步的同时,基于对现实的观察和预测,提醒人们谨防对数字化经济的三个认识误区:数字化技术的普及会排挤就业,数据等资源会取之不尽、用之不竭,数字化技术及其对经济的影响都是正向的。同时,本文提出,谨防数字化经济陷阱:“数字产业化”要避免为产业而产业,“产业数字化”要避免为数字化而数字化,谨防“数字产业化”和“产业数字化”的陷阱;政府谨防关于数字化的产业政策失灵;谨防消费者落入数字化需求陷阱;谨防数字化技术背景下“垄断平台—垄断数据—控制‘垄断’人(的行为)—信息歧视和价格歧视”的新垄断形式;谨防数字化技术成为增加社会运行成本和控制人的手段;谨防违背技术伦理的数字化技术及其应用。This paper fully accepts and recognizes that digital technology and its widespread application bring tremendous progress and changes in people's production and lifestyle.Based on observations and predictions of reality,this paper also reminds people to be cautious of misconceptions about the development of the digital economy.The first misconception is that the widespread application of digital intelligent technology will crowd out employment opportunities.Overall,not only will digital intelligent technology not crowd out employment opportunities,but it will also increase employment,and of course,it will also lead to changes in the employment structure.The second one is that digital technology and data will no longer be scarce.Both digital technology and data are labor achievements,requiring various inputs,and therefore they cannot be free lunches,and the scarcity assumption in economics still holds.The third one is that innovation in digital technology and its impact will inevitably lead to progress.Digital technology,like other technologies,is a double-edged sword and may not necessarily lead to human progress.The key is where and how it is used.Meanwhile,this paper argues we should beware of several traps of the digital economy.The first trap is that the purpose of"digital industrialization"is not to develop the digital industry itself,but to increase wealth and welfare and that the key of"industry digitization"is to make sure that enterprises and various institutions need to implement so-called digital transformation and upgrading based on their reality.The second one is to prevent the failure of government industrial policies on digitization.Governments at all levels should focus on the corresponding production factors to protect various policy supports from being arbitraged or defrauded when introducing supportive policies on the digital economy.The third one is to restrict the phenomenon that producers or suppliers use technology and information advantages to trap consumers from both institutional and tech
