摘　　要：【目的/意义】基于规模性返贫的特点和风险因素,构建防范规模性返贫的长效机制,为巩固脱贫攻坚成果、防止农村人口发生规模性返贫提供建议和决策依据。【方法/过程】采用文献研究的方法,探究自然灾害、疾病和突发公共卫生事件对规模性返贫所构成的风险影响,分析风险因素对农村居民规模性返贫作用情况,并提出构建长效防返贫机制。【结论/结果】研究认为:防止农村人口发生规模性返贫需聚焦于构建长效防返贫机制,包括完善规模性返贫动态监测机制、建立预防为主的健康扶贫机制和提高农村防返贫应急管理机制。【Objective/Meaning】Based on the characteristics and risk factors of the large-scale poverty returning,a long-term mechanism to prevent the return to poverty on a large scale was constructed,in order to provide suggestions and decision-making basis for consolidating the achievements of poverty alleviation and preventing the return to poverty of rural population on a large scale.【Methods/Procedures】By using the method of literature research,the risk impact of natural disasters,diseases and public health emergencies on the large-scale poverty returning was explored,and the effect of the risk factors on the large-scale poverty returning of rural residents was analyzed.Then,the construction of the long-term mechanism to prevent the return to poverty was put forward.【Results/Conclusions】The study considered that in order to prevent the rural population from returning to poverty on a large scale,it was necessary to focus on the construction of a long-term mechanism for preventing the return to poverty,including improving the dynamic monitoring mechanism for returning to poverty on a large scale,establishing a prevention-oriented health poverty alleviation mechanism and improving the emergency management mechanism for preventing the return to poverty in rural areas.
